A large majority of southern whites in 1964 remained resolutely opposed to civil rights legislation. ”5 Opposing civil rights at that time was a winning move in the South. At the July Republican Convention, Goldwater outlined his vision of America. Liberals and civil rights activists were increasingly focused on equality; Goldwater made plain his rejection of that priority and put in its place another.

Few of the millions of Americans who would eventually protest against the war became members of these groups. However, because radicals were among the first to oppose the war, they gained both visibility and credibility for their critiques of American society. They argued that American policy in Vietnam was not just a mistake. It was, they said, indicative of how the American government worked on behalf of the rich and powerful to exploit poor people both at home and internationally. , in April 1965.

On the other hand, he feared that if he allowed America to fail in Vietnam, the Soviet Union and China might perceive America as weak and begin to contemplate attacks on American allies in the region. Johnson, like his predecessors, feared that Vietnam might be the first Southeast Asian “domino” to fall to communism, bringing down other nations with it. Seeing no good options, Johnson let policy drift for the next several months, acting only to increase the number of American military advisors in Vietnam to around 20,000 by the summer of 1964.
